The meeting was called to order at 7:03 p.m. and adjourned at 7:58 p.m.

    That the agenda for the Brampton Heritage Board meeting of November 21, 2023 be approved as published and circulated.

The recommendations were approved by Council on December 4, 2023 and provided for information.

Charlton Carscallen, Principal Planner/Supervisor, provided an overview of the subject property at 10020 Mississauga Road, located on a commercial property known as The Apple Factory at 10024 Mississauga Road.  A mixed use development of three residential high-rise towers, stacked townhouses and retail uses are proposed for the site with other amenities. The house is a designated resource and options for relocation and conservation were considered, however given its poor condition, staff was recommending that a conservation, mitigation and salvage strategy be documented prior to its demolition.

In response to a question from the Board, staff advised that road improvements for Mississauga Road would be undertaken by the Region of Peel in the future since it is deemed a Regional Road.

The following motion was considered: 

  • HB061-2023

    1.  That the report from Harsh Padhya, Heritage Planner, Integrated City Planning, to the Brampton Heritage Board meeting of November 21, 2023, re: 10020 Mississauga Road – Heritage Impact Assessment - Ward 6 be received;

    2.  That the recommendations of the Heritage Impact Assessment for the property at 10020 Mississauga Road, titled 10020-10054 Mississauga Road & 2036 Bovaird Drive West, Brampton, Ontario, prepared by ERA Architects Inc. dated May 9, 2023 attached as Attachment 1 to this report be accepted; and 

    3.  Prior to the issuance of any permit for all or any part of the alternations, relocation, removal or demolition as set out in this report, including heritage permit, a building permit or a topsoil stripping and grading permit, the owner shall:

    1. Address demolition of the farmhouse under section 34 of the Ontario Heritage Act and section 6 of Ontario Regulation 385/21;
    2. De-designation, if warranted, be addressed as per the requirements laid in Section 31 of the Ontario Heritage Act; 
    3. Provide Final Commemoration/ Interpretation Plan; and 
    4. Required securities be submitted as a part of development agreement to address implementation of Final Commemoration/ Interpretation Plan.

Charlton Carscallen, Principal Planner/Supervisor, provided an overview of the subject report, noting that over the last several months, staff have been working to create a more detailed Terms of Reference (TOR) documentation that would improve transparency, consistency, and customer service within the review process. The report outlined the steps that would ensure the TOR documents were aligned with current best practices and municipal standards in the identification, evaluation, conservation, restoration, and recognition of cultural heritage resources. 

The Board acknowledged the comprehensiveness of the report.

The following motion was considered:

  • HB062-2023

    1.  That the report from Shelby Swinfield, Heritage Planner, dated September 18, 2023, to the Brampton Heritage Board Meeting of November 21, 2023, re: Heritage Report Terms of Reference Documents be received.

Steve Collie, Co-Chair, advised the Board that the event, 'Highlights on Heritage', will be held on Saturday, February 10, 2024 from 9:00 a.m. to 5:00 p.m. at Bramalea City Centre in front of The Bay store. The event is held annually and the theme for 2024 was 'Brampton 50 Years'. Heritage partners in attendance include, Peel Art Gallery Museum and Archives (PAMA) and Historic Bovaird House.

In response to a question regarding insurance for the event, Mr. Collie advised that City staff is aware of the event and are in communication with Bramalea City Centre in this regard. 

Mr. Collie encouraged members to attend the event and assist as required. City Clerk's staff will send an email in January 2024 to remind members to volunteer for the event.

The following motion was considered:

  • HB063-2023

    1.  That the discussion at the request of Steve Collie, Co-Chair, to the Brampton Heritage Board meeting of November 21, 2023, re: Highlights of Heritage Event on February 10, 2024, be received;

    2.  That Clerk’s Office staff be requested to send an email reminder to Board members regarding participation at the event.

Charlton Carscallen, Principal Planner/Supervisor, provided an update on the following topics: 

  • Heritage Register Update is underway, however given the shortage of staff resources, the consultant's contract has been extended until the end of 2024 - a significant amount of work is required
  • Archaeological Management Plan is progressing, met with several groups including First Nations, internal City stakeholders, Registrar of Burials of Ontario, and representatives of the Building Industry and Land Development (BILD)
    • An open house will be held on November 28, 2023 at City Hall to allow for the sharing of stories pertaining to heritage archaeology
  • Several new commemorative heritage plaques are being manufactured, these will be installed at various historic sites, such as the Railway Station and Marysfield Subdivision - an unveiling ceremony of the plaques will take place at a future date.
