The meeting was called to order at 7:05 p.m. and adjourned at 8:37 p.m.

The following motion was considered. 

  • ATC021-2025

    That the agenda for the Active Transportation Advisory Committee Meeting of August 12, 2025, be approved, as amended:

    7.2 Verbal Update from Dayle Laing, Citizen Member, re: Bill 212 - Major Victory in Cycle Challenge: Ontario Court Finds Government Violated Charter Rights

    7.3  Verbal update from Lisa Stokes, Co-Chair, re: Update on Community Rides

The minutes were considered by the Planning and Development Committee on July 7, 2025, and were approved by Council on July 17, 2025.  The minutes were provided for Committee’s information.

Stephen Laidlaw, Co-Chair, provided a presentation regarding the CAA Intersection Safety Study and answered questions of clarification. 

Committee discussion included the following:

  • Question regarding whether other cities were involved.
  • Clarification that 20 intersections were selected, 7 of which were in Ontario. No Intersections were selected from Brampton.

The following motion was considered.

    That the presentation from Stephen Laidlaw, Co-chair, re: CAA Intersection Safety Study, to the Active Transportation Advisory Committee Meeting of August 12, 2025, be received.

Stephen Laidlaw, Co-Chair, provided a presentation regarding the York Regional Police One Meter Passing Simulator and answered questions of clarification. 

Committee discussion included the following:

  • Statistical data and how the numbers are collected.
  • Understatement of police data collection not providing a complete picture.

The following motion was considered.

    That the presentation from Stephen Laidlaw, Co-chair, re: York Regional Police One Meter Passing Simulator, to the Active Transportation Advisory Committee Meeting of August 12, 2025, be received.

Alina Grzejszczak, Citizen Member, provided a presentation regarding Creating the RidewithGPS Routes for High School Students and answered questions of clarification. 

Committee discussion included the following:

  • The concept would take time to put together and could be an ongoing project for the Committee. 
  • Whether the Region of Peel could be a resource for the project. 
  • Possibility of partnerships.
  • Clarification of possible costs associated.
  • Need for a main contact in schools to assist with educating students.
  • Meeting will be undertaken by or with staff to address possible liabilities.
  • Project update to a future meeting. 

The following motion was considered.

    That the presentation from Alina Grzejszczak, Citizen Member, re: Creating the Ride with GPS Routes for High School Students, to the Active Transportation Advisory Committee Meeting of August 12, 2025, be received.

Stephen Laidlaw, Co-Chair, provided an overview of the correspondence sent on behalf of the Committee to the members of the Citizen Appointments Committee regarding the decision not to open the application process and appoint additional members.

The Committee expressed their disappointment in the lack of response. 

Staff highlighted the option within the Committee Terms of Reference of subcommittees for involvement of interested individuals.

Dayle Laing, Citizen Member, provided a verbal update regarding Bill 212 - Major Victory in Cycle Challenge: Ontario Court Finds Government Violated Charter Rights and expressed the importance of the court's ruling for cyclists and the impact on Brampton. 

Committee discussion included the following:

  • How the ruling would affect the Howden Boulevard bike lanes.
  • Request to have the court ruling summarized and incorporated as part of the report going to a future Council meeting with respect to the Howden Boulevard bike lanes, along with what the potential legal implications would be if Howden Boulevard bike lanes were removed.  
  • Staff clarification the intent was never to remove Howden Boulevard bike lanes.
  • The preferred alternative to be included in the report with further clarification.
  • A briefing note to be prepared and distributed to all members of Council.

1.  David Laing, Brampton Resident, expressed interest in joining a subcommittee to assist with organizing a pilot program with regards to Creating the RidewithGPS Routes for High School Students.

The following motion was considered.

    That the Active Transportation Advisory Committee do now adjourn to meet again on Tuesday, October 14, 2025, at 7:00 p.m. or at the call of the Chair.
