The meeting was called to order at 6:32 p.m. and adjourned at 8: 26 p.m.

    That the agenda for the Accessibility Advisory Committee Meeting of November 28, 2023 be approved as published and circulated.

The minutes were considered by Committee of Council on September 20, 2023 and approved at the Special Meeting of Council on September 20, 2023. The minutes were provided for Committee’s information.

Sabrina Cook, Accessibility Coordinator, provided a presentation entitled, 'Site Plan and Capital Project Review Process', highlighting the following:

  • Site plan applications
  • Types of reviews and files
  • Review process
  • Timelines, volume and public meetings focus on Planning and Development Committee meetings and resources
  • Capital Projects
  • Committee's role

In response to questions from Committee, staff advised of the process, frequency, public participation and delegation attendance at public meetings, such as, Planning and Development Committee.

    That the presentation by Sabrina Cook, Accessibility Coordinator, re: Site Plan and Capital Project Review Process, to the Accessibility Advisory Committee Meeting of November 28, 2023, be received

Pauline Dolovich, Principal, Reich&Petch Design International, provided a presentation entitled, 'Brampton Sport Hall of Fame - Accessible Review', highlighting the following:

  • Purpose of the Sports Hall of Fame 
  • Accessibility considerations
  • Overall exhibit plan
  • Overall accessible routes
  • Accessible turning radiuses for wheelchairs
  • Views and visualization - exterior, entry way, community sports area, inductee zone, simulator lounge, training zone and interactives

Committee discussion included comments, questions and responses from the delegation regarding the following:

  • addressing acoustic elements in the space from an accessibility perspective 
  • tactile elements requirements in the space
  • consideration for sensory friendly zones in the facility 
  • parameters for the visually impaired, such as audio

In response to questions regarding the overall site, staff advised that the proposal for Victoria Park arena was undertaken by staff from an accessibility perspective.

The following motion was considered:

    That the presentation by Pauline Dolovich, Principal, Reich&Petch Design International, re: Brampton Sport Hall of Fame - Accessible Review to the Accessibility Advisory Committee Meeting of November 28, 2023 be received.

Robert Eland, Architect, Architecture49 Inc., provided a presentation entitled, 'Brampton Transit Facility - Accessibility Review', highlighting the following: 

  • Project background
  • Site plan and circulation
  • Main entrance - route, parking and view
  • Program layout
  • Overall Plan - Level 1
  • Overall Plan - Level 2
  • Administrative building - Levels 1 and 2 accessible routes
  • Universal washrooms
  • Change rooms and individual washrooms

Committee discussion included comments and questions, and responses of clarification from the delegation regarding the following:

  • provisions for customer service counters from an accessibility perspective 
  • consideration for seating or rest areas along pathways from parking lot
  • inclusion of tactile walking surface indicators along main travel pathways
  • whether staff lunch rooms will be equipped with appropriate accessible details such as counter heights and barrier free sinks
  • placement of accessible spaces on the building side of parking lot away from traffic path to enter the building 
  • consideration for exterior lighting from a safety standpoint 
  • availability of a passenger hub for the public at the site 

In response to a question regarding access to the site plan for this project, staff advised that the document was available to the public on the City's website.

    That the presentation by Robert Eland, Architect, Architecture49 Inc., entitled, 'Brampton Transit Facility - Accessibility Review', to the Accessibility Advisory Committee meeting of November 28, 2023 be received.

Roberta Van Belkom, Enforcement Officer, Legislative Services, provided an overview of the statistics for Q3 2023. 

The following motion was considered:

    That the report by Roberta Van Belkom, Enforcement Officer, Legislative Services, to the Accessibility Advisory Committee meeting of November 28, 2023, re: Accessible Enforcement Statistics - Q3 2023 be received.

1.  Vanessa Tantalo, Member, referenced the Sunflower Project described as a transit based initiative that recognizes persons with non-visible or invisible disabilities and inquired whether staff was aware of the program.

Staff suggested that a link to the project be forwarded which may be shared with all members.

2.  Paula Anderson, Member, inquired whether adult change tables will be available at the Sports Hall of Fame. 

Staff advised that adult change tables will be available at the Victoria Park arena and will confirm whether one will be dedicated to the Sports Hall of Fame.

3.  Kathia Johnson, Member, inquired about Committee participation in the site plan review process for projects. 

Staff advised that Members have the opportunity to provide feedback on Capital project proposals that are brought before this Committee, however, given the volume of development in the City, members may appear at meetings as residents to provide comments and ask questions on proposals of interest. One of staff role is to review development proposals and provide comments from an accessibility perspective.

    That the Accessibility Advisory Committee meeting do now adjourn to meet again on February 13, 2024 at 6:30 p.m.
