Note: In consideration of the current COVID-19 public health orders prohibiting large public gatherings of people and requirements for physical distancing between persons, in-person attendance at this Committee meeting was limited and physical distancing was maintained at all times during the meeting.

The meeting was called to order at 7:02 p.m. and adjourned at 9:28 p.m. Gurpreet Bains served as Chair for this meeting.

As this meeting of the Brampton Community Safety Advisory Committee was conducted with electronic participation by Members of the Committee, the meeting started with the City Clerk calling the roll for attendance at the meeting, as follows:

    That the agenda for the Brampton Community Safety Advisory Committee Meeting of September 16, 2021, be approved, as published and circulated.

The minutes were considered by Committee of Council on April 14, 2021, and were approved by Council on April 21, 2021.  The minutes were provided for Committee’s information.

Richard Miller, Founder, Keep 6ix, Rachel Xyminis-Chen, Director of Programs & Community Culture, Keep 6ix, provided a presentation on the Gangs 4 Tuition Program that included the following:

  • Keep 6ix Mission
  • Gangs for Tuition Program
  • Keep 6ix Partners 
    • T.A.R.P. (Transition Recidivism Action Plan)
    • ELEVATE Talent
    • LiUNA - Local 183 Training Centre
    • CrueTV

Chair Williams advised the Committee that Keep 6ix delegated at Council in June 2021 and requested they return with an update regarding their program. Council also suggested they provide a presentation to the Brampton Community Safety Advisory Committee. 

The following motion was considered. 

  • BCS014-2021

    That the Delegation from Richard Miller, Founder, Keep 6ix, Rachel Xyminis-Chen, Director of Programs & Community Culture, Keep 6ix, and Hubert Hultz, Peel Regional Police, to the Brampton Community Safety Advisory Committee Meeting of September 16, 2021, re: Gangs 4 Tuition Program, be received.

Gloria Ruiz, Coordinator, Planning Building and Economic Development and Tristan Costa, Planner, Planning Building and Economic Development provided a detailed presentation on the subject matter and answered questions of clarification.

Committee discussion of the matter included:

  • Request to have staff provide an update at a future meeting regarding the number of groups or points of contact that Nurturing Neighbourhoods has established as a result of safety concerns. 
  • Questions relating to road safety and installation of temporary road cushions. 
  • Concerns regarding the use of LED lighting along pathways at night.
  • Advised the Ravines Cliff initiative was a success that brought the community together to identify concerns in the neighbourhood.
  • Staff advised a general email and phone number has been setup as a point of contact for Brampton residents to use as a point of contact.

The following motion was considered.

    That the presentation by Gloria Ruiz, Coordinator, and Tristan Costa, Planner I, to the Community Safety Advisory Committee meeting of September 16, 2021, re: Nurturing Neighbourhoods Update be received.

Alexandra Hopkins, Business Professional Women Brampton, and Geraldine Esemezie, Business Professional Women Brampton, provided a presentation on the (BPW) Brampton Resolution To Increase Options Available To Victims Of Domestic Violence to Live Safely In Their Community that included the following:

  • Sustainable Development Goals
  • Resolutions Committee and 2021 BPW Brampton Resolution
  • Partner's (Zonta, Roots, Hope 24/7)
  • In 2019 Brampton had a 24% increase in homicides, nearly half of which were related to Domestic violence. 
  • Police spend more time dealing with domestic violence calls then any other report incident
  • Next steps

Chair Williams advised the Committee that BPW Brampton delegated to Committee of Council in June 2021 and Council endorsed their proposal.

    That the Delegation from Alexandra Hopkins, Business Professional Women Brampton, and Geraldine Esemezie, Business Professional Women Brampton, to the Brampton Community Safety Advisory Committee Meeting of September 16, 2021, re: (BPW) Brampton Resolution To Increase Options Available To Victims Of Domestic Violence to Live Safely In Their Community, be received

Imran Hasan, Chair, Peel Crime Stoppers provided a presentation on the subject matter that included the following:

  • Organization overview
  • Anonymous TIPS Program
  • Toll free number 222-TIPS
  • Typical Crimes Dealt With 
  • Impact and Results (2020)
  • COVID-19 Community Engagements

Committee discussion of the matter included:

  • Questions regarding how COVID-19 has impacted community awareness of the program
  • Staff were requested make arrangements for Peel Crime Stoppers to delegate at a future Council meeting
  • Clarification was provided regarding the new Advance Brampton Funding application criteria for the community safety stream
  • Outlined that Peel Crime Stoppers is not funded by the Province

    That the Delegation from Imran Hasan, Chair, Peel Crime Stoppers, to the Brampton Community Safety Advisory Committee Meeting of September 16, 2021, re: Crime Stoppers and Partnering with the City, be received

Gang and Gun Violence

  • The Committee continues to work with City staff to organize a townhall to address Gang and Gun violence.
  • Discussion to start the process of holding a townhall began in January 2021.
  • Many obstacles has been encountered over the months that are being worked through to achieve the goal of holding a townhall.  

Youth Safety and Education

  • Originally planned to address the impact the pandemic has had on Youth. Due to the numerous support stakeholders addressing the situation a shift in focus is required. The subcommittee are currently working on next steps to address Youth Safety and Education. 

Domestic Violence

  • No update was provided.
  • Staff advised the subcommittee is currently undertaking a few changes.

Priority Neighborhoods

  • Advised residents have concerns regarding speeding, burnouts and the lack of lighting on City pathways. The subcommittee requested more information regarding the installation of temporary speed bumps within residential areas. 

Road Safety 

  • Advised residents have questions and concerns regarding road safety (speeding and stunt driving). 
  • Peel Regional Police suggested having a townhall meeting regarding Road Safety. 

Suzy Godefroy, Executive Director, Downtown Brampton BIA provided a verbal update on the subject matter and answered questions of clarification.

    That the Verbal Update from Suzy Godefroy, Executive Director, Downtown Brampton BIA, to the Brampton Community Safety Advisory Committee Meeting of September 16, 2021, re: Creating a Welcoming Streets Pilot Program for Brampton, be received

Peter Fay, City Clerk, provided a verbal update regarding Bill C-21, An Act to Amend Certain Acts and to Make Certain Consequential Amendments (Firearms) and answered questions for  clarification. 

Concerns were expressed by the Committee regarding the responsibility municipalities would have if or when such a bill is enacted.

Committee acknowledged the Compendium of Background Information regarding City of Brampton Traffic Information and Countermeasures.

The following motion was considered.

    That the compendium of Background Information, re: City of Brampton Traffic Information and Countermeasures, to the Brampton Community Safety Advisory Committee Meeting of September 16, 2021, be received

The public was given the opportunity to submit questions via e-mail to the City Clerk’s Office regarding any decisions made at this meeting.

T. Jackson, Legislative Coordinator, confirmed that no questions were submitted regarding decisions made at this meeting.

The following motion was considered.

    That the Brampton Community Safety Advisory Committee do now adjourn to meet again on Thursday, December 16, 2021 at 7:00 p.m. or at the call of the Chair.
