The meeting was called to order at 7:01 p.m. and adjourned at 8:45 p.m.

Douglas McLeod, Co-Chair, advised that the following five persons have been appointed as members of the Brampton Heritage Board:

The Board welcomed the new members. Nick Craniotis, Roy de Lima, and Daniel Rollings, briefly expressed their interest in heritage matters and being a member of the Board.

    That the agenda for the Brampton Heritage Board meeting of March 22, 2022, be approved as published and circulated.

The minutes were considered by Planning and Development Committee on March 7, 2022 and approved by Council on March 9, 2022. The minutes were provided for the Board's information.

The Board was advised that Michelle Bullough, Ria Al-Ameen, and Joey Giaimo, Guiamo Architects, were present for this item. Maged Matta, Church of Archangel Michael and St. Tekla were also in attendance. 

Michelle Bullough, Guiamo Architects, provided a presentation on the Snelgrove Baptist Church, located at 12061 Hurontario Street. She outlined the proposed ‘ruinification and symbolic conservation’ process as presented in the Heritage Impact Assessment (HIA) appended to the report, provided a description of the church in its current state and information on the surrounding buildings and land uses. 

Item 10.2 was brought forward at this time.

Ms. Bullough responded to questions and comments and provided clarification to the Board on matters including:

  • Removal of and replacement of windows 
  • Safety of the building and who is responsible 
  • Assurance of periodic site review to ensure safety 
  • Anticipated future widening of Highway 10 and impact on the site  
  • Stabilization process 
  • Access to the site
  • Timelines for conservation plan 

Staff advised that the ruinification process was a new concept for the City and the proposed conservation plan will detail the prospect for stabilization and identify the next steps as noted in the staff recommendations. The intention was to ensure the building is maintained and remains stable.

The following motion was considered: 

  • HB013-2022

    1.  That the report from Merissa Lompart, Assistant Heritage Planner, Planning, Building, and Economic Development, dated March 16, 2022, to the Brampton Heritage Board Meeting of March 22, 2022, re: Heritage Impact Assessment, Snelgrove Baptist Church, 12061 Hurontario Street, Ward 2 be received;

    2. That the Brampton Heritage Board approve the recommendations outlined in the Heritage Impact Assessment by Giamo Architects. Those recommendations are as follows:

    1. Pursue the recommendation of Ruinification and symbolic conservation of the Snelgrove Baptist Church heritage building. This allows retention of the building in-situ, that the subject building is under-utilized, and that the exterior condition is degrading.
    2. This proposed strategy includes, but is not limited to:
      1. Stabilization work;
      2. Removing select interior finishes;
      3. Disconnecting services, e.g. water;
      4. Removing the front vestibule, salvaging the bricks for on-site reuse and salvaging the primary door;
      5. Removing the window frames and glazing;
      6. A blind window approach where openings can potentially be infilled;
      7. Initially retaining the roof but eventually removing or replacing it: the basement could potentially be filled, and alternate drainage provided if it was removed.

    c.  To complete this approach, the following is recommended:

      1. A conservation plan related to the ruinification approach to address issues such as stabilization and adjacent landscaping;
      2. Heritage permit and documentation as required by the City of Brampton;
      3. Thorough documentation of the existing condition prior to any work;
      4. Commemoration plan, which at minimum would include a heritage interpretive plaque;
      5. An exterior lighting plan;
      6. Periodic site review of the roof;
      7. Periodic site review of structure by a heritage-specialized structural engineer; and

    3. That the delegation by Nabih Youssef, Rob El-Sayed, Maged Matta, Church of Archangel Michael and Saint Tekla; Michelle Bullough, Ria Al-Ameen, and Joey Giaimo, Guiamo Architects, to the Brampton Heritage Board meeting of March 22, 2022, re: Demolition Application, be received.

Krista Rollings, Secretary Treasurer, Churchville Cemetery Board of Trustees, provided a presentation entitled, 'Churchville Cemetery', highlighting the following: 

  • Recognizing the 200th anniversary of the Churchville cemetery
  • History of the Village of Churchville
  • Location of the cemetery
  • Notable memorials
  • Celebrating 200 years
  • Original WW1 and WW2 plaques and monument
  • Details of project to remove and restore plaques
  • Some of the Churchville's Veteran graves
  • Progress made - sharing the information
  • Monument design and purchase
  • Fundraising and the event
  • Ways the City can help 

In response to question, Ms. Rollings advised that the celebrations will be held at the cemetery. She noted that the site offers limited parking and is hoping to work with the City to accommodate more parking for the event.

There was consensus for the initiative as presented and an offer of support from the Board.

The following motion was considered: 

  • HB014-2022

    That the presentation by Krista Rollings, Secretary Treasurer, Churchville Cemetery Board of Trustees, to the Brampton Heritage Board meeting of March 22, 2022, re: Churchville Cemetery be received.

Charlton Carscallen, Supervisor, provided and an update on heritage matters which included the following:

  • Heritage staff were currently participating and providing input in the heritage portion of the City’s Official Plan review
  • A new process was being considered to create a stand alone cultural evaluation report that will provide information related to heritage properties - this process is currently part of the HIA process
  • Request to proponents to prepare a documentation report which would include the history of the property with detailed photography, to be submitted to Peel Art Gallery, Museum and Archives (PAMA) as a record of the property
  • Indication that a survey is being prepared by the Integrated Downtown Plan (IDP) group for comments on proposed intensification and infill development projects
  • Reminder of the Council Workshop on March 28, 2022 regarding Heritage Matters

Merissa Lompart, Assistant Heritage Planner, provided an overview of the subject report and responded to questions for clarification along with Mitch Taleski, Project Manager, which including the following information:

  • Anticipated timelines for the process was approximately three months to obtain permits, document the resource, complete deconstruction and drawings for the house, and reconstruction was expected to be three to five years
  • Salvageable material from the interior of the property will be utilized in the reconstruction of the house

The following motion was considered:

  • HB015-2022
    1. That the report from Merissa Lompart, Assistant Heritage Planner, Planning, Building, and Economic Development, dated March 15, 2022, to the Brampton Heritage Board Meeting of March 22, 2022, re: Intention to Designate under Part IV, Section 29 of the Ontario Heritage Act – 10244 Mississauga Road - Ward 6 be received; 
    2. That the following recommendations for designation be received:
      1. That the designation of the property at 10244 Mississauga Road under Part IV, Section 29 of the Ontario Heritage Act (the “Act”) be approved;
      2. That staff be authorized to publish and serve the Notice of Intention to designate the property at 10244 Mississauga Road in accordance with the requirements of the Act;
      3. That, in the event that no objections to the designation are received, a by-law be passed to designate the subject property;
      4. That, in the event that any objections to the designation are received, staff be directed to refer the proposed designation to the Ontario Conservation Review Board; and,
      5. That staff be authorized to attend any hearing process held by the Conservation Review Board in support of Council’s decision to designate the subject property.
    3. That the Heritage Permit Application for the property at 10244 Mississauga Road be approved for the following works as outlined in the application:
      1. Deconstruction or disassembly of the heritage resource as outlined in the Heritage Building Protection Plan (Appendix D);
      2. Retention of materials outlined in the Heritage Building Protection Plan; 
      3. Preparation for storage of the materials collected from the deconstruction; and, 
    4. That approval be provided to City of Brampton Heritage Staff to initiate the process for a Heritage Easement Agreement for the subject property currently located at 10244 Mississauga Road. The Heritage Easement Agreement will be placed on the new lot where the heritage resource is to be reconstructed at a future date.

Harsh Padhya, Heritage Planner, provided an overview of the subject property, noting that planning applications were received for a Zoning By-law amendment and Site Plan approval to permit an eight-storey residential building. The proposal includes the conservation, relocation and restoration of the heritage house on the site.

The following motion was considered:

  • HB016-2022
    1. That the report by Harsh Padhya, Heritage Planner, to the Brampton Heritage Board Meeting of March 22, 2022, re: Authority to Enter into a Heritage Easement Agreement and Presentation of Heritage Impact Assessment – 30 McLaughlin Road South (John Elliott farmstead) – Ward 3 (File H.EX. 30 McLaughlin South), be received;
    2. That the Heritage Impact Assessment of the John Elliott Farmstead property at 30 McLaughlin Road South, titled: 30 McLaughlin Road South, City of Brampton Heritage Impact Assessment and Addendum, prepared by Leah Wallace (Heritage and Planning Services), and attached as Appendix A to this report (“HIA”) be received and accepted to endorse, in principle, the proposed relocation, retention and restoration of the significant portions of the one-and-a-half storey John Elliot Farmstead House; and,
    3. That the Commissioner of Planning, Building and Economic Development be authorized to enter into a Heritage Easement Agreement with the Owner for the property at 30 McLaughlin Road South to secure the conservation, relocation and protection of the John Elliott Farmstead House (“Heritage Easement Agreement”), with content satisfactory to the Director of City Planning & Design, and in a form approved by the City Solicitor or designate.
