The meeting was called to order at 7:00 p.m. and adjourned at 8:28 p.m.

    That the agenda for the Brampton Heritage Board meeting of March 21, 2023, be approved as published and circulated.

The minutes were pending consideration by Planning and Development Committee on March 20, 2023 and pending approval by Council on April 5, 2023. The minutes were provided for the Board's information.

Laura Walter and David Waverman, Cultural Heritage Specialist/Sr Landscape Architect, Stantec Consulting Ltd./Bristol Place Corp., provided a presentation on the proposed Heritage Commemoration Plan for 199, 203, 205, 207-209, 215-217, & 219-221 Main Street North, 34, 38, 42, and 44 Thomas Street, and 4 Market Street, highlighting the following:

  • Potential themes for options
  • Wind panels supplemented with interpretative panels 
  • Location and placement of panels

The delegations responded to questions regarding vandalism, such as, graffiti on the panels and advised that they were working with the manufacturer of the product on measures to address this issue.

Item 12. 1 was brought forward at this time.

Shelby Swinfield, Heritage Planner, noted that the presentation covered the proposal for the Commemoration Plan for the site known as Bristol Place. Staff intended to continue to work and collaborate with Solmar Group and the next step of the project will focus on cost estimates. 

Board discussion included questions regarding the maintenance of the panels that will be located on private property.  Staff advised as follows:

  • The owners will be required to address maintenance issues on their properties
  • Shared private spaces and amenities will be maintained as required through an agreement between the City and property owners

The following motion was considered: 

  • HB019-2023

    1.  That the delegation by Laura Walter and David Waverman, Cultural Heritage Specialist/Sr Landscape Architect, Stantec Consulting Ltd./Bristol Place Corp., to the Brampton Heritage Board meeting of March 21, 2023, re: Commemoration Plan, be received; 

    1.  That the report from Shelby Swinfield, Heritage Planner, dated February 10, 2023, to the Brampton Heritage Board meeting of March 21, 2023, re: Commemoration Plan – Main and Market (Bristol Place), be received;

    2.  That the applicant finalize the Heritage Commemoration Plan, including detailed design and location of the commemoration options and cost estimates for associated works, to the satisfaction of the Director of Integrated City Planning; and

    3.  That upon acceptance of the Heritage Commemoration Plan, the applicant shall post securities related to the commemoration pieces, which will be released upon satisfactory inspection of the installation of the commemoration pieces by City Heritage staff.

Peter Epler, Project Archaeologist, Archaeological Research Associates Ltd, presented the City of Brampton Archaeological Management Plan (AMP), highlighting the following:

  • Plan was designed for municipalities to implement policies and procedures to identify and conserve archaeological resources
  • The scope of the work and anticipated timeline of one year
  • Engagement process and participants involved include:
    • staff, indigenous communities and stakeholders

Staff reminded the Board that a member was required as a volunteer to participate in the project and it was suggested that a volunteer be selected once the new Board membership was established.

The following motion was considered:

  • HB020-2023

    1.  That the delegation by Peter Epler, Project Archaeologist, Archaeological Research Associates Ltd, to the Brampton Heritage Board meeting of March 21, 2023, re: City of Brampton Archaeological Management Plan (AMP), be received; and

    2.  That a Board member be selected to participate in the project once the new Board membership was established.

Charlton Carscallen, Principal Planner/Supervisor, on behalf of staff and the Board, acknowledged and thanked Peter Dymond, Co-Chair, for his input, loyalty and devotion to the Board over the past several years, and wished him success in his future endeavours. 

Harsh Padhya, Heritage Planner, provided an overview of the report on the Heritage Impact Assessment for 8950 McLaughlin Road South and noted that a campus was proposed for the site for seniors from the Vietnamese community and the wider population. 

The following motion was considered:

  • HB021-2023

    1.  That the report from Harsh Padhya, Heritage Planner, to the Brampton Heritage Board meeting of March 21, 2023, re: 8950 McLaughlin Road South – Heritage Impact Assessment, be received; and

    2.  That the recommendations of the Heritage Impact Assessment for the property at 8950 McLaughlin Road South, titled Heritage Impact Assessment 8950 McLaughlin Road South, Brampton, Ontario, prepared by Goldsmith Borgal & Company Ltd. Architects (GBCA), dated August 31, 2022, attached as Appendix A to the report, be accepted.

Merissa Lompart, Assistant Heritage Planner, provided an overview of the report on the Heritage Impact Assessment (HIA) for 16 West Street, noting that the HIA was requested due to proximity of the site to a listed property and in the context of several other listed resources nearby. 

In response to questions, staff advised that a four-plex dwelling was proposed for the site and the proponent was currently revising the plan in accordance with the staff recommendations.

The following motion was considered:

  • HB022-2023

    1.  That the report by Merissa Lompart, Assistant Heritage Planner, to the Brampton Heritage Board meeting of March 21, 2023, re: 16 West Street, Heritage Impact Assessment – Ward 1, be received;

    2.  That the Heritage Impact Assessment, and addendum dated September 28, 2022 and February 3, 2023, respectively, authored by Megan Hobson, CAHP, be received, and;

    3.  That the following recommendations as outlined in the Heritage Impact Assessment be followed by the proponent in their building permit submission to the City:

    1. That a landscape plan for the front yard include landscape elements such as hedging, shrubs or small specimen trees that provide screening adjacent to the heritage building at 12 West Street
    2. That a revised design for the front elevation be prepared that follows the design direction provided in the Heritage Impact Assessment addendum.

Harsh Padhya, Heritage Planner, provided an overview of the Heritage Impact Assessment (HIA) for 21 Nelson Street West, which was being redeveloped by the City as the Brampton Centre for Innovation (BCFI).  The HIA was requested by staff due to the proximity to other listed/designated heritage resources in the vicinity. 

There was discussion regarding the availability of parking for the site. The Board was advised that 'significant investments' in transit were being made to encourage redevelopment and improve the downtown.  Accessible parking will be provided, however, the intent was to create a more transit oriented downtown. 

The following motion was considered:

  • HB023-2023

    1.  That the report by Harsh Padhya, Heritage Planner, to the Brampton Heritage Board meeting of March 21, 2023, re: Heritage Impact Assessment 21 Nelson Street West, Brampton Centre for Innovation (BCFI) – Ward 1,  be received; 

    2.  That the Heritage Impact Assessment of the property at 21 Nelson Street West, titled: Scoped Heritage Impact Assessment, 21 Nelson Street West, City of Brampton, Ontario, prepared by Parslow Heritage Consultancy Inc. (PHC), dated February 15, 2023 attached as Appendix A to the report, be received; and

    3. That the recommendations for the proposed mitigation measures be approved and accepted.

Harsh Padhya, Heritage Planner, provided an overview of the report on the Heritage Impact Assessment (HIA) for 93 John Street, noting that the owner has applied for a permit to demolish the existing house and rebuild a new two-storey semi-detached dwelling. The HIA was undertaken and it was determined that the property does not meet the criteria for heritage designation. 

The following motion was considered:

  • HB024-2023

    1.  That the report from Harsh Padhya, Heritage Planner, to the Brampton Heritage Board meeting of March 21, 2023, re: Heritage Impact Assessment 93 John Street, Brampton, Ward 3, be received; and

    2.  That the Heritage Impact Assessment of the property at 93 John Street, titled: Heritage Impact Assessment – Cultural Heritage Evaluation Report (CHER), 93 John Street, City of Brampton, Ontario, prepared by LHC Heritage Planning & Archaeology Inc. dated February 2, 2023, attached as Appendix A to the report (“HIA”) be received and accepted.

Merissa Lompart, Assistant Heritage Planner, provided an overview of the subject report and noted that applications were received for heritage plaques for properties that are designated or listed as a heritage resource. The funds being requested were to cover the costs of the ceremony at Alderlea Historic Venue.

The following motion was considered:

  • HB025-2023

    1.  That the report from Merissa Lompart, Assistant Heritage Planner, to the Brampton Heritage Board Meeting of March 21, 2023, re: Heritage Plaque Ceremony 2023 Request for Funds, be received;

    2.  That City of Brampton Heritage staff respectfully request $3,000 from the Brampton Heritage Board annual budget to fund the 2023 Heritage Plaque Ceremony.

Anastasia Abrazhevich, Assistant Heritage Planner, provided an overview of the report on the Gage Park Bandstand Commemorative Plaque noting that three options were provided for the Board. 

Board consideration of the options included impact on daily operations of the park, pedestrian traffic, events, such as weddings and the Farmers' market, and vehicular movement during events.

Staff provided clarification with respect to placement of the plaque, its visibility, and accessibility during the winter season and suggested that Option 1 appeared to be the most suitable location with minimal impact. 

The Board agreed that Option 1 was the preferred option.

The following motion was considered:

  • HB026-2023

    1.  That the report by Anastasia Abrazhevich, Assistant Heritage Planner, to the Brampton Heritage Board meeting of March 21, 2023, re: Gage Park Bandstand Commemorative Plaque, be received; and

    2.  That the Heritage Board provide a recommendation regarding the most appropriate location for installation; and

    3.  That Option 1 be considered as the appropriate location for placement of the Commemorative Plaque as it was easily accessible for passersby, including during winter skating, and showcases the front of the bandstand with little or no impact on sight lines/wedding photography.

Kathryn Fowlston, Member, referenced the material provided in the agenda regarding this matter. With the establishment of the new Board for the 2022-2026 Term of Council, she suggested that residents of Churchville who may be appointed to the Board also be appointed as permanent members of the Churchville Heritage Committee. 

Staff advised that the Churchville Heritage Committee was not a Council appointed Committee, however, if the Board chose to do so, a motion could be introduced to request that the Citizen Appointments Committee consider representation from residents of Churchville.

The following motion was considered:

  • HB027-2023

    1. That the discussion material from Kathryn Fowlston, Member, to the Brampton Heritage Board meeting of March 21, 2023, re: Churchville District Representation on Brampton Heritage, be received; and

    2.  That the Citizen Appointments Committee consider the appointment of two members from the Churchville Heritage District as a permanent part of the composition of the Brampton Heritage Board and representatives of the Churchville Heritage Committee.
