The meeting was called to order at 6:48 p.m. and adjourned at 8:07 p.m.

Shant Goswami, Accessibility Coordinator, introduced Janice Adshead, Deputy Clerk, City Clerk's Office, and advised that Accessibility Services is under her management.

    That the agenda for the Accessibility Advisory Committee meeting of June 1, 2021 be approved as published and circulated.

The minutes were considered by Committee of Council on April 28, 2021, and approved by Council on May 5, 2021. The minutes were provided for Committee’s information.

It was noted that member Nicolle Guillen's name was incorrectly spelt on page 4 of the minutes. 

Mayaan Ziv, Founder/CEO, AccessNow, provided a presentation entitled ‘Mapping our Cities for All Project’. The focus of the project was to establish the world’s go-to resource for accessibility information. The following was highlighted:

  • Background information of AccessNow – who they are
  • Providing access to all – establish greater inclusion
  • Buying power of people with disabilities
  • AccessNow application – available on IOS, android phones and the web
    • enables people to engage with accessible experiences
    • operates in more than 30 countries
    • uses technology as a vehicle to create meaningful change for access and inclusion
  • Details of project and how it works
    • partnered with Accessibilities Canada and funded by the Federal government
    • Phase 1 - Mapping cities currently for accessibility in Ottawa, Calgary, and Vancouver of all commercial areas
    • opportunity to feature Brampton in Phase 2 of the pilot program – outlined reasons to partner and participate
    • partners in the programs include: Statistics Canada, Bell, CIBC and the Federal government

Committee acknowledged the presentation and suggested that the Planning, Building and Economic department consider accessibility of buildings when reviewing new development applications.

Committee was advised of the delegation’s request for in-kind support as outlined in the presentation, such as, media and public relations, City staff volunteers, data on the accessibility of City facilities, and space to be utilized by staff from AccessNow during the mapping process.

The following motion was considered:

    That the delegation from Mayaan Ziv and Jo Ann Dizy, Founder/CEO and VP Partnerships, AccessNow, to the Accessibility Advisory Committee meeting of June 1, 2021, re: Mapping our Cities for All Project be referred to staff for consideration.

Rich Padulo, Treat Accessibility, Founder, provided a presentation entitled ’Grassroot Movement to make Halloween Accessible to Children of all Abilities’. The following was highlighted:

  • Background information on the ‘Grassroot Movement’
  • How to create an inclusive future across Canada
    • encourage homeowners to make their homes accessible to children with ‘mobility, sensory and intellectual disabilities’
    • place signage on lawns prior to Halloween to create awareness and support for accessibility
  • Creation of a pilot program in Brampton to be used in Ontario and Canada in the future
  • Timelines and suggestions for Brampton to champion and promote treat accessibility include:
    • support and recognize Treat Accessibility Day on October 7, 2021
    • arrange meeting with School Boards in Peel Region to present pilot program
    • promote on social media
  • Traction for the movement since 2019
    • major Accessible Non-Profits in Canada have championed Treat Accessibly
    • lawn signage will be free and available at various locations 

Committee discussion on this matter included the following:

  • Indication from the delegation that information will be shared with Region of Peel Schools and parents
  • Suggestion that a presentation be provided at Council and the Region of Peel 
  • Expression of appreciation and support for the program
  • Suggestion that the delegation consider requesting a donation for the free signage

Staff provided information on efforts undertaken to date on the program including engagement with Peel Region School Boards and outlined the next steps required with respect to ‘trick or treat’ signage being permitted on homeowners'  lawns prior to Halloween Day.

    That the delegation by Rich Padulo, Treat Accessibility, Founder, to the Accessibility Advisory Committee meeting of June 1, 2021, re: Grassroot Movement to make Halloween Accessible to Children of all Abilities be referred to staff for consideration.

Vincent Goetz, Architect, Diamond Schmitt Architects, provided a presentation on the proposal for Chris Gibson Recreation Centre which included information on the following:

  • Exterior travel path
    • site circulation, ceremonial entrance, east forecourt plaza
    • pedestrian promenade
    • enhanced infiltration swale
  • Access and circulation
    • floorplan, entrances and elevators
  • Washrooms and facilities
    • location of gender neutral washroom and universal washroom
  • Other amenities
    • spectator seating, change rooms, gymnasium
    • administration offices and food services
    • systems and controls
    • south east entrance

The delegation responded to questions from Committee regarding provisions and location for adult change tables.

    That the delegation by Vincent Goetz, Architect, Diamond Schmitt Architects, to the Accessibility Advisory Committee meeting of June 1, 2021, re: Chris Gibson Recreation Centre Accessibility be received.

Andrew McNeill, Manager, Official Plan and Growth Management, and Tristan Costa, Planner, provided a presentation on the Brampton Plan – Official Plan (OP) Review. The following was highlighted:

  • Overview of the Official Plan - why a new OP was necessary
  • How will Brampton Plan work in relation to other planning documents
  • How does the Brampton Plan impact residents
  • Brampton 2040 Vision and implementation process
    • from vision to reality – progress to date
  • The Brampton Plan process – phases and timelines
  • City structure evolution - structural elements
  • Next steps include
    • public consultation
    • discussion papers focusing on the core Brampton 2040 Vision statement
    • public engagement program

Staff responded to questions regarding the following:

  • Changes to the 2040 Vision Plan since endorsed and how it relates to the Brampton Plan
  • Status of Riverwalk project

The following motion was considered:

    That the presentation by Andrew McNeill, Manager, Official Plan and Growth Management, and Tristan Costa, Planner, to the Accessibility Advisory Committee meeting of June 1, 2021, re: The Brampton Plan – Official Plan Review be received.

Ryan Maiss, Accessible Enforcement Officer, provided an overview of the statistics which included the number of new investigations initiated, accessible parking spaces investigated, the number of tickets issued for permits that were not displayed and obstruction of accessible aisles. 

Committee acknowledged the good work of the enforcement staff. 

The following motion was considered

    That the update by Ryan Maiss, Accessible Enforcement Officer, Enforcement and By-law Services, to the Accessibility Advisory Committee meeting of June 1, 2021, re: Enforcement and By-law Services,  Accessible Enforcement Update - 2021 be received.

Shant Goswami, Accessibility Coordinator, provided the following updates:

• Rick Hansen Foundation Accessibility Certification

Rick Hansen Foundation certification ratings and assessment of City facilities were ongoing. Once ratings were finalized a further update will be provided and made public.

• National AccessAbility Week – May 30 to June 5, 2021

The week referenced was National Accessibility week and the Accessibility Awards event will be held during this period on June 2nd. Members were encouraged to attend the 'Meet and Greet' event.

Staff responded to questions with respect to the invitation and timelines for the Accessibility Awards and 'Meet and Greet' event.
