The meeting was called to order at 7:07 p.m. and adjourned at 9:14 p.m.

The following motion was considered. 

  • ATC013-2023

    That the agenda for the Active Transportation Advisory Committee Meeting of October 10, 2023 be approved as published.

    Carried

The minutes were considered by Committee of Council on September 20, 2023, and were approved by Council on September 20, 2023.  The minutes were provided for Committee’s information.

Stephen Laidlaw, Co-Chair, provided an overview of Protected Intersections, and responded to questions of clarification from Committee.

Committee discussion included the following: 

  • Outlined that the City of Brampton is currently pursing a detailed design through the Williams Parkway corridor redevelopment project - Rutherford Rd and Howden Blvd. 
  • Clarified that protected intersections such as the ones identified in the presentation have not been seen in Brampton that would require an educational component. 

The following motion was considered.

    That the presentation from Stephen Laidlaw, Co-Chair re: Protected Intersections, to the Active Transportation Advisory Committee Meeting of October 10, 2023, be received.

Lisa Stokes, Co-Chair, provided a detailed overview of Durham Region Crossrides, and responded to questions of clarification from Committee.

Committee discussion included the following: 

  • Questions related to traffic signal timing.
  • Clarification that the City's current position with traffic engineering section, is the commitment to look at traffic signal timing. The requirement to call a green light will still be there with the possibility to make adjustments to the timing of the green light time. 
  • Staff advised there is a concern for cyclist safety at intersections and would rather see cyclists stop at intersections prior to crossing. 
  • Question regarding the difference between the City of Brampton and surrounding municipalities regarding our intersections? Concerns that the difference between municipality intersections creates confusion and safety concerns. 
  • Possibility of collecting data from Road Safety Committee of Ontario participants and undergo further discussions with surrounding municipalities regarding their process at intersections.

The following motion was considered. 

  • ATC016-2023

    That the presentation from Lisa Stokes, Co-Chair re: Bovarid Construction, to the Active Transportation Advisory Committee Meeting of October 10, 2023, be received.

The following motion was considered. 

  • ATC017-2023

    That the presentation from Lisa Stokes, Co-Chair re: Peter Robertson Construction, to the Active Transportation Advisory Committee Meeting of October 10, 2023, be received.

    Carried

Fernanda Soares, Project Manager, Active Transportation, Planning Building and Growth Management, provided a brief update of the 2023 Construction Status, and responded to questions of clarification from Committee.

Committee discussion included the following: 

  • Questions regarding 2022 projects that still needed to be completed. 
  • Clarification regarding when paint markings on road ways can be applied. 

The following motion was considered. 

  • ATC018-2023

    That the Verbal Update from Fernanda Soares, Project Manager, Active Transportation, Planning Building and Growth Management., to the Active Transportation Advisory Committee Meeting of October 10, 2023, re: 2023 Construction Status, be received.

Kevin Minaker, Manager, Traffic Operations and Parking, Public Works and Engineering, provided a brief update of the 2023 Construction Status, and responded to questions of clarification from Committee.

Committee discussion included the following: 

  • Questions related to how the 40 km speed limit pilot measures up to speed enforcement cameras.  
  • Clarification that changing just the speed limit does not have an effect in some areas. Therefore, the use of alternatives such as temporary cushions and speed cameras are used to assist. 

The following motion was considered. 

  • ATC019-2023

    That the Verbal Update from Kevin Minaker, Manager, Traffic Operations and Parking, Public Works and Engineering, to the Active Transportation Advisory Committee Meeting of October 10, 2023, re: Neighbourhood Speed Safety Zone Initiative, be received.

    Carried

Nelson Cadete, Manager, Transportation Planning, Planning Building and Growth Management, provided a brief update of the Neighbourhood Speed Safety Zone Initiative, and responded to questions of clarification from Committee.

Committee discussion included the following: 

  • Questions regarding long term maintenance of the trail. 
  • Clarification regarding the early design process, maintenance obligations and next steps.
  • Advised that city staff would obtain feedback through strong public engagement components and circle back to all relevant committees.  
  • Committee expressed interested in participating in future consultations with respect to the Orangeville - Brampton Rail Trail Project. 

The following motion was considered. 

  • ATC020-2023
    1. That the Verbal Update from Nelson Cadete, Manager, Transportation Planning, Planning Building and Growth Management, to the Active Transportation Advisory Committee Meeting of October 10, 2023, re: The Orangeville - Brampton Rail Trail Project, be received; and, 
    2. That the Active Transportation Advisory Committee expresses its interest in participating in future consultations with respect to The Orangeville - Brampton Rail Trail Project.

Stephen Laidlaw, Co-Chair, provided a brief update of the Active Transportation Advisory Committee 2024 Events for Consideration, and encouraged the Committee to participate in at least one of the events. Mr. Laidlaw advised Committee members that if the Committee participates in an event Committee members will be required to assist with  the booth and handing out material and promote events.  

Dayle Laing, Member advised that her understanding is that the Tourism for Brampton only has the budget for the Committee to participate in one of the events. Further discussion will be required to determine which event the Committee will participate in.  

Stephen Laidlaw, Co-Chair, provided a brief overview of the subject matter and inquired about the process of implementing such a program to recognize individuals or organizations that support the Committee. Mr. Laidlaw asked if there was any other Committees that have a recognition program. 

Sonya Pacheco, Legislative Coordinator advised that the Environment Advisory Committee has the Grow Green Awards Program, has various award categories and is run by staff.  

The following motion was considered.

    That the Active Transportation Advisory Committee Sub-Committee Minutes of September 2023, to the Active Transportation Advisory Committee Meeting of October 10, 2023, be received.

The public was given the opportunity to submit questions in person or via e-mail to the City Clerk’s Office regarding any decisions made under this section of the agenda. 

Staff responded to questions from David Laing, Brampton Resident regarding the following:

  • Will Conestoga Parkway be included in the 2023/2024 list of projects to put in bike lanes from from Kennedy Road to Sandalwood Parkway?
  • Implementation of different forms intersection infrastructures. Why does the City of Brampton not adopt an approach that would implement education around the use of bike lanes? What is the City's perspective on this and why is the City taking a hard line on an approach that would be innovative and make roads safer for pedestrians, cyclists and road users?
  • Is there an opportunity to integrate with the Credit Valley Trail Committee, Conservation Authority with respect to plans and strategies to assist with fundraising for acquisition of trails? 

The following motion was considered.

    That the Active Transportation Advisory Committee do now adjourn to meet again on Tuesday, December 12, 2023 at 5:00 p.m. or at the call of the Chair.
