The meeting was called to order at 9:49 a.m. and adjourned at 10:46 a.m.

  • SC005-2021

    That the Agenda for the Brampton School Traffic Safety Council Meeting of September 16, 2021, be approved as published and circulated.

The minutes were approved by Council on April 7, 2021 and provided for information. 

Violet Skirten, Crossing Guard Supervisor, provided the following update:

  • Crossing Guard Protocol
    • guards follow the same daily screening process as City employees 
    • an orientation on the COVID-19 protocols were provided to all crossing guards
    • return to school signs were displayed by guards outside schools prior to school reopening
    • all crossing guard locations are signed with social distancing signage
    • masks are required to be worn at all times
    • pedestrian buttons are displayed automatically so no touching is required while guards are on duty
  • Peel Safe and Active Routes to School (PSARTS)
    • PSARTS meetings are ongoing - recent discussion topics included:
      • safety around the built school environment 
      • questions on whether measures, such as, crossing guards, side walks, bike lanes and speed cameras add to safety 
      • report will be presented at a future PSARTS meeting on the information gathered on safety
      • review of all school board policies in Peel to identify any gaps

Ms. Skirten advised that a request will be made to share the PSARTS report to this Committee.

    That the update by Violet Skirten, Supervisor, Crossing Guards, to the Brampton School Traffic Safety Council meeting of September 16, 2021, be received re:

    • Crossing Guard Protocol
    • Peel Safe and Active Routes to School (PSARTS)

Violet Skirten, Crossing Guard Supervisor, advised that Pte. Buckham Singh Public School is a new 'walking' school and therefore school buses are not provided. A guard has already been assigned, however a site inspection was suggested to undertake an evaluation of the overall area to determine if another guard or any other safety measures were required.

The following motion was considered:

  • SC007-2021

    1.  That the Site Inspection request from Sukhdeep Dhaliwal, Brampton resident, and Sylvia Zanella, School Principal, to the Brampton School Traffic Safety Council meeting of September 16, 2021, re: Request for Crossing Guard and Review of Traffic on School street/property - Pte Buckham Singh Public School, 100 Martin Byrne Drive - Ward 6 be received; and

    2.  That a site inspection be undertaken.

Kathy McDonald, Trustee, PDSB, provided details with respect to the number of students attending elementary and secondary schools both for online and in person attendance, cohort policies, and class structure. 

In response to questions, Trustee McDonald indicated that information will be provided to By-law and Enforcement Services staff regarding the schools with higher enrollment for in person attendance to ensure resources are available as required. 

Darryl D'Souza, Trustee, DPDSB, advised that numbers were unavailable with respect to school population for the next school year.  A survey was circulated to students to indicate their preference for attendance. No concerns have been observed at schools where students have chosen to attend in person. 

Trustee D'Souza noted that more detailed numbers on student population will be available next month.  

Kathy McDonald, Trustee, PDSB, provided an overview of the 'COVID-19 Operational Policies / Procedures' for the 2021-2022 school year, noting the following:

  • Family Learning Choice Survey
  • Screening, masking
  • Lockers, sharing spaces and materials
  • Extra-curricular activities
  • Ventilation an improvements to air quality

In response to comments and questions, Trustee McDonald provided information which included following:

  • threshold for shut down of schools will be considered on an individual basis and in conjunction with direction from Peel Public Health
  • January 2022 is the deadline for students to switch learning module from in person to online  and will be revisited if required 
  • Board is a participant in a Covid-19 testing pilot project in conjunction with the Ministry of Health and Ontario Health

In response to questions regarding crossing guards' schedules, Violet Skirten, Crossing Guard Supervisor, noted the following:

  • guards are scheduled at crossings as required and hours may be reduced 
  • guards may be placed at two locations on the same day 
  • challenges regarding the hiring of new guards
  • suggested that City staff be advised by school boards whether arrival and dismissal times will be changed or staggered to ensure the placement of guards

Trustee McDonald acknowledged the difficulties parents are experiencing due to changes in the schools and advised that communication will be encouraged between the school board and the City.

The following motion was considered:

  • SC008-2021

    1.  That the update by Kathy McDonald, Trustee, Peel District School Board, re: COVID-19 Operational Policies / Procedures, to the Brampton School Traffic Safety Council meeting of September 16, 2021 be received; and

    2. That the update by Darryl D'Souza, Trustee, Dufferin-Peel Catholic District School Board, re: Changes to Student Population, to the Brampton School Traffic Safety Council meeting of September 16, 2021 be received.

The following motion was considered: 

  • SC009-2021

    1.  That the Site Inspection report to the Brampton School Traffic Safety Council meeting of September 16, 2021, re: St. Jacinto Marto Catholic School, 40 Fallowfield Road - Ward 5 be received; 

    2.  That in an effort to encourage Active Transportation to and from school, the Principal contact their designated Peel Health Nurse to participate in the School Travel Plan Program in Peel; 

    3.  That the Senior Manager of Traffic Engineering Services arrange for a review of the pedestrian walk times to ensure that there is sufficient time for students from Grades 1 to 5 to cross safely without conflict;

    4.  That the Brampton School Traffic Safety Council schedule another site inspection after the buses have been removed to ensure that all safety measures are in place and there are no issues  with pedestrian safety; and,

    5.  That the Principal be requested to educate and encourage the student population and families on how to use the signalized intersection safely.

Request for Crossing Guard and Review of Traffic on School street/property - intersection of Martin Bryne Drive and Squire Ellis Drive 

Tuesday, September 21, 2021  

7:45 a.m. - 8:20 a.m. /  2:30 p.m. - 3:05 p.m. 

Kathryn Trojan Stelmaszynski, Supervisor, Emergency Management, provided information on 'Public Health Measures and Workplace Health Measures' which included the following:

  • daily active screening for staff must be completed 
  • separation barriers are in place for staff serving the public
  • limited capacity in boardrooms and all community spaces 
  • social distancing remains in place at all facilities with increased cleaning frequency of touchpoint spaces
  • vaccination policy for the City is under consideration in conjunction with the Provincial guidelines

Members had no questions on this matter.

1.  In response to a question regarding crossing guards, staff confirmed that crossing guards are active at all locations as required.
